Each nonempty line becomes one item. The tool preserves input order and does not sort steps. Add the steps in the order the reader must perform them.

Use a checklist for independent tasks

Numbering implies a sequence. If order does not matter, use a bullet list or the task list generator instead. Nested instructions need a separate formatting review.
